The Kailash Hostel is managed by the staff of the HCF.
A Nepal NGO is required to have General Members (25) and be run by an Executive Committee. All these members must be Nepali Citizens.

The duties of the Executive Members of HCF are:
1. To meet 5 times a year to discuss and approve all formal Executives actions and minutes of meetings.
2. To assure that HCF operates in accordance with the requirements of the Nepali Government as a Nepali Charitable Foundation.
3. To assure that HCF's management of the Kailash Hostel is correct and proper in all respects and meets the requirements of the Social Welfare Council (which monitors the work of NGO's in NEPAL) of the Nepal Government.
4. To approve the budgets in advance for the HCF Office, the Kailash Hostel and the proposed capital budget, plus approving all salaries for the HCF staff, plus all merited bonus payments at year-end.
5. To audit the books of HCF fiscal year to assure that its operations meet the budgets approved in advance. All non-budgeted expenditures must also be approved by HCF Executive Committee before being proposed to HYF, Florida.
